過大視されるリスクと過小視されるリスク

広がる不安と予防原則

　「失敗に対する事前の保証がないのであれば危険を冒さない(“no trial without prior guarantees against error”)¹⁾」．これは予防原則の核となる考え方のひとつである．予防原則(precautionary principle)とは，未知のリスクを未然に防ぐ，もしくは軽減するための，いわば法的なバリアである．潜在的リスクを科学的な根拠から推測し，法的な方向から抑制をかけることで，われわれの社会，環境，健康を守るわけである．現在，科学・技術関連の多くのリスクマネジメント分野で注目を浴びている．

　戦後，科学が急速に発展し，その技術の応用で社会が発達，その利便性を享受してきたのが現代社会である．その一方，科学・技術の発展の副産物としての環境問題，健康問題が世間の注目を浴び，科学・技術そのものに現代社会は疑いの目を向けるようになった．それが予防原則の登場してきた大きな背景である²⁾．ダイオキシン，環境ホルモン，遺伝子組み換え作物，いわゆる狂牛病(BSE: bovine spongiform encephalopathy)や電磁波の健康被害が世間で騒がれると，メディアは「危ない」情報を発信し，市民社会は政府や業界に対し，予防原則など，「後悔するより安全(better safe than sorry)」の概念に基づいた，倫理的に担保される方策を求めてきた．日本で予防原則という言葉が頻繁に聞かれるようになったのは1998年前後であるが，いわゆるダイオキシン騒動の頃と重なる．
