はじめに

　米国疾病予防センター(CDC)は，20世紀の公衆衛生分野における10大功績の1つに予防接種を挙げている¹⁾．また，21世紀においては，すべての子どもはワクチンにより予防可能な疾患(vaccine preventable diseases:VPD)に罹患することなく生きる権利がある，と世界保健機関(WHO)は謳っている²⁾．この公衆衛生上最も有効で，多くの人を疾患から守る予防接種を有効にかつ最大限活用するために，世界各国は，自国の状況に応じて独自の予防接種制度や標準プログラムを制定，実施している．

　本稿では，アメリカと欧州諸国の予防接種制度制定のしくみについて簡単にご紹介する．
