はじめに

　言うまでもないが，世界には多種多様な感染症が存在し，近年の流通と交通のグローバル化によって，わが国に存在しない感染症がいきなり面前に現れることも稀ではない．加えて，2003年のSARS(重症急性呼吸器症候群)の世界流行，1997年から断続的に続く鳥インフルエンザA/H5N1の家禽における流行と人への感染，2009年のパンデミックA/H1N1pdm09などの事例は，新たな病原体が生み出されるリスクは常に存在し，いったん出現すれば，即座に世界中の脅威となり得ることを示した．そして，このような世界的な健康危機に対応するためには，世界中がお互いに情報を共有し，グローバルビレッジの一員として協力することがいかに重要であるかを，再認識させたのである．
