はじめに

　昨年(2011)は，エイズが初めて報告されてから30周年であった．1995年以降，多剤薬物療法(HAART)が導入され，エイズは「死の病」から「コントロール可能な病気」になり，多くの先進国ではエイズによる死亡者数が激減している．また，2008年にはエイズの原因ウイルスであるHIVの発見に対して，フランスの2人の研究者にノーベル医学生理学賞が授与された^1,2)．このように，30年という短期間の間に，20世紀以降の最大の感染症であるエイズの対策は大きく変化した．しかし，高所得国と低・中所得国とのギャップはいまだ大きく，それを埋めるためのグローバルな活動が強化されている．

　そのような背景にあって，国際社会は21世紀に突入した機会に，エイズの予防・対策のために新たなコミットメント(公約)を行い，いくつかの政治宣言を採択した．ここではまず，国連でのエイズ対策の調整機関である国連合同エイズ計画(UNAIDS)と国連の活動を中心に，エイズの世界の制圧の現状を概説する．
