環境問題の変貌と新展開

はじめに

　1948年の設立当時，WHO(世界保健機関)の主な活動は，第二次世界大戦で荒廃した諸国における感染症の温床となる衛生状態の改善に重きを置いたものであった．しかし，その復興とともに感染症対策そのもの，ひいては非感染症対策などへ移行していった．しかし，近年，異常気象のもたらす健康影響や広く健康に与える環境因子の重要性に関する知見が蓄積されるとともに，多くの途上国が急速な近代化を進める上での負の側面として環境悪化が起こっているのではないかとの懸念から，環境と健康問題は国際保健の課題として再認識されつつある．

　その転機となったのが2008年の第61回WHO総会で，気候変動と健康問題との関係が報告され，今後WHOとして優先的に取り組まなければならない課題であることが決議¹⁾された．さらに，2015年に終わる国連ミレニアム開発目標^注)の後の国際社会共通の目標を論議する上でも大きな問題と認識されている．小論では，これら健康と環境の問題について，現状と課題そしてWHOの最近の対応について紹介する．
