イングランドの公衆衛生のアイデンティティとリーダーシップ

　1980年代のプライマリケア，ヘルスプロモーションなど新たな健康政策の世界的な潮流は，イギリスにも大きな影響を与えた．感染症は過去の問題ではなく，新興・再興感染症に対応できる公衆衛生体制とする必要が出てきた．すべての人々に健康をと考え国民保健サービス(National Health Service;NHS)を1948年に創設したが，20年を経て医療保障だけでは健康格差は解消することができないことも明らかとなった．また，グローバル感染症に対応した公衆衛生体制が求められてきた．イングランドの公衆衛生体制は1986年に将来計画が示され，それに沿って立て直しが進められてきた．その内容は，公衆衛生のアイデンティティの確立と公衆衛生のリーダーシップを担える人材育成および配置であった．
　本稿ではイングランドにおいて，公衆衛生がアイデンティティを回復するに至るプロセスを鳥瞰し，わが国の公衆衛生のアイデンティティの確立につながる手がかりを考えてみることを目的とした．
