薬物使用への国際的対策

　中枢神経作用薬(以下，薬物とする)の使用は世界中の全ての国において公衆衛生上の重要な問題の一つである．2012年の推計では，全世界で1億6200万人から3億2400万人が違法薬物を使用しており，そのうち1600万人から3900万人が常習的に薬物を使用しているか薬物摂取関連障害であるとされる¹⁾．使用されている薬物やそれによって引き起こされる健康および社会上の問題は国・地域によってさまざまであり，それらへの対処戦略も国によって“テーラーメイド”される必要がある．
　また，薬物のコントロール(製造，流通および使用)に関する国際的な枠組みは，薬物に関する3つの国際条約²⁾が定めているが，それらの解釈と適用についても，国や地域により大きな幅がある現実がある．
