感染症の脅威と対策—国際的・歴史的な視点から

感染症は「個人の健康の問題」から「国レベルの安全保障の問題」へ
　感染症はこれまで個人の健康の問題であると捉えられてきた．しかし近年その社会的な位置づけが変化している．感染の問題は今や「個人の健康の問題」から「国レベルの安全保障の問題」へと変わりつつある．
　1994年に国連開発計画によって，一人ひとりの人間を対象とする「人間の安全保障」という概念が提唱された．これは長年言われてきた国家を中心とした安全保障の概念(国家の安全保障)を，「人間の生にとってかけがえのない中枢部分を守り，すべての人の自由と可能性を実現すること」という点に広げるものであった．「人間の安全保障」のなかで健康のしめる立場は極めて大きい．なかでも感染症はその概念の形成そのものに歴史的に大きな影響を及ぼしてきている．
