世界の子どもの貧困と健康—貧困が生み出す格差の健康影響とその対策

　2007年の国連総会では，「貧しい生活を送っている子ども達は，栄養，飲料水と衛生設備，基本的な保健サービスの利用，住居，教育，参加，保護等を奪われている．モノやサービスが極端に不足することで最も大きな脅威を受けて傷つくのは子ども達である．また，子ども達が貧困の中で生活をすることで，権利を享受できず，潜在能力を十分に発揮することも，社会の一員として参加することもできないまま取り残される」と言及され，子どもの貧困に対する対策の必要性が強調された¹⁾．
　「貧困」の定義は，国や機関によっても異なるが，大別すると，必要最低限の生活水準が満たされていない状態を意味する「絶対的貧困」と，ある地域社会の大多数よりも貧しい状態を意味する「相対的貧困」がある．開発途上国について「貧困」という言葉を用いる時は，一般に，「絶対的貧困」を指し，「1日1.9ドル」を国際貧困ラインとして，1日の生活費が1.9ドル未満である人の比率を，貧困率としている．この貧困率が，ミレニアム開発目標の「極度の貧困と飢餓の撲滅」の指標としても使用されてきた．
