英国における衛生監視制度と，それを支えるプロフェッション

はじめに
　近代社会における公衆衛生と衛生監視の制度はヴェネチア，フィレンツェなどの北イタリアの都市国家で16世紀頃で芽生えていた．それが19世紀の英国において今日的なかたちができあがった¹⁾．18世紀に英国は世界で最初に産業革命を経験し国内外の物流の活発化と商工業中心の社会へと移行し始めていた²⁾．急激な農業人口の都市への移動は，ロンドンやリバプールなどの都市を貧困，不衛生，疾病の悪循環に陥らせた³⁾．その結果，既存の統治体制では対応できない深刻な状況に至った．英国は資本主義経済の負の深刻な現実に直面し，近代社会の公衆衛生を世界で最初に産み出すことになったものと思われる．
　本稿では，英国の公衆衛生のなかでも衛生監視を中心にして，その制度とそれを支えるプロフェッション(専門職)について記述する．
