はじめに
　感染症コントロールは世界保健機関(World Health Organization:WHO)の主要な役割の一つであり，感染症サーベイランスはその核といえる．現在，感染症のリスクは，衛生環境，経済状況，人口構造などによって差はあるものの，依然として，世界中で年間約1,200万人もの命を奪っていると推定されている(周産期異常と栄養障害も含む)¹⁾．過去40年の間に全ての大陸で新興感染症が確認されており²⁾，また，進行するグローバリゼーションは人だけでなく，2003年に発生した重症急性呼吸器症候群に代表されるように，病原体にもボーダーレス化をもたらした．
　国際社会を感染症の拡大の脅威から防ぐべく，WHOは加盟国およびパートナーと協力し，世界規模の感染症サーベイランスシステムの構築と実践に取り組んでいる．
