国際機関における人獣共通感染症および薬剤耐性への取り組み—OIEの活動を中心に

国際獣疫事務局(OIE)とは？
　本稿では，現在，国際機関が連携して取り組んでいる，人獣共通感染症および薬剤耐性の問題について述べる．本題に入る前に，まずは筆者が現在勤務している，読者諸氏には聞き慣れないかもしれない国際機関について簡単に紹介させていただきたい．日本語では「国際獣疫事務局」と訳されているが，日本を含め世界中の関係者の間では，フランス語(Office International des Épizooties)の略語で通常は「OIE」と呼ばれている．2003年には通称として「World Organisation for Animal Health」を使用していくことが決まったが，公式文書以外ではあまり使用されていないのが実態である．
　OIEの歴史は古く，国際連合が設立された1945年より約20年さかのぼり，1924年にフランス・パリで発足した．世界の動物衛生の向上をミッションとして掲げており，現在でも国際連合(United Nations)とは別の政府間組織である．2018年5月時点で182の国と地域が加盟している．発足当初は，当時，ヨーロッパで大きな問題となっていた牛疫(Rinderpest)という重篤な感染症を制圧することを主眼としていたが，現在では，その所掌範囲を大きく広げている．具体的には，動物衛生(人獣共通感染症を含む)，アニマルウェルフェア，食品安全などの分野における国際基準の策定などを行っている．対象動物も，哺乳類，鳥類，蜂，魚類，甲殻類および軟体動物に加え，2008年に両生類が，2016年には爬虫類が加えられている．
