英国の地域包括ケアに用いられる社会指標の枠組み

はじめに
　英国では，国の逼迫した財政負担，慢性疾患や併存疾患を持つ患者の増加，質の高いケアの要請などに対処するため，2010〜2012年に国民の健康結果(outcome．アウトカム)について変革が行われた．この変革で，①国民健康サービスアウトカム指標体系(NHS Outcomes Framework:NHSOF)，②ヘルスケアの成果を測定するための公衆衛生アウトカム指標体系(Public Health Outcomes Framework:PHOF)，③ソーシャルケアアウトカム指標体系(Adult Social Care Outcomes Framework:ASCOF)の使用が始まった．これらのアウトカム指標体系(以下，指標体系)は，いくつかのサブドメインおよび，それらに属す一連の指標群から構成される．各指標体系には，異なる指標体系間で共有されるものがあるが，基本的にそれらは独立し，指標は実情に合わせて定期的に見直されている¹⁾．
