薬物使用者を支える地域づくり—ハームリダクションに依拠した薬物使用者の支援

【ポイント】
◆ハームリダクションとは，薬物の使用量ではなく，薬物使用による個人・社会に対する「ダメージ」の量を低減する方策であるが，薬物に対する規制強化・厳罰化がもたらす最大のハームは，薬物使用者の孤立(つながりの喪失)である．
◆HIV診療・相談対応において薬物使用者と出会った場合，まずは，現在の治療・相談関係を「安心して覚せい剤のことを話し合える場」として継続することを優先し，その都度，本人のニーズに沿った支援を提供する必要がある．
◆薬物使用者を支える地域づくりを実現するには，従来の，薬物使用者に対する差別や偏見を助長する予防啓発の在り方を再考しなければならない．
