公衆衛生におけるヘルスケアシステムの評価
　最適なヘルスケアシステムの構築は，公衆衛生が掲げてきた目標である．この達成に当たっては，わが国を含む多くの国々で集団のニーズを特定するとともに，その効果を測定し，これらの評価結果を基にシステムの改善を提案するといった研究が実施されてきた^1)〜3)．
　これまでの研究では，医療や保健福祉，介護サービスなどが評価され，それらがヘルスケアシステムの目的を満たしているか，最も適切な介入は何か，あるいは，提示された介入の資源に対する影響は何かなどが分析され，その費用対効果に関わる成果も発表されてきた⁴⁾．
