ポイント
◆精神保健は、SDGsに含まれ世界の優先事項である。また、精神障害のある人の権利保護は、障害者権利条約により法的義務になっている。
◆当事者参加のもと、医療の枠を超え、人権に基づく多セクター協力に基づき、選択肢を増やす必要がある。
◆当事者、実務者、政策策定者（自治体・国・国連システム）、人権セクター等による建設的協働による優先課題設定が重要である。
