米国CDCにおける組織再編と、感染症危機管理に関する国際的な取り組み

はじめに
　米国疾病対策・予防センター（U. S. Centers for Disease Control and Prevention: CDC）は米国保健省（Department of Health and Human Services）の主要な運営部門と位置付けられ、健康安全保障（ヘルスセキュリティ）に対するあらゆる脅威から米国民を守るため、医療者への情報提供、政策への助言、一般大衆への啓発活動等の幅広い活動を通して科学（サイエンス）の実践を行う機関である^1）。特にCOVID-19パンデミックという感染症危機においては、各種ガイダンスを迅速に発表するなどして研究成果の社会実装を速やかに行い、米国内のみならず世界の公衆衛生対応をリードすることで世界的なプレゼンスを高めたのは記憶に新しい。
　筆者は2022年12月1日から2023年11月30日までの1年間、厚生労働省から米国CDCにリエゾンオフィサーとして派遣され、現地での研修を行った。本稿ではその際に学んだ知見を、CDCが行っている感染症危機管理に関する取り組みと抜本的に行われた組織改革という二つの観点からまとめて紹介したい。
