【事例】カナダ・オンタリオ州での医療BSCの現状と医療政策における利用

■オンタリオ州での医療BSC導入いくつかの背景

　カナダ・オンタリオ州では1990年代後半，アメリカの初期のCABGレポートカードと内容的に類似した，オンタリオCABGレポートカードがCardiac Care Network of Ontario（CCN）より毎年刊行されるようになった^1，2）．その後，初のオンタリオ病院レポートも刊行され（詳細は後述）^3），それに呼応するかのようにカナダのFraser Instituteが独自の病院レポート・カードを公表した^4）．この両者は，CIHI（Canadian Institute for Health Information）からの類似のデータを使用している．

　レポートカード開発の機運が高まった原因は，かなりの資源を投入して医療を提供しているにもかかわらず，期待される医療と実際の質とのギャップが埋まらないことであった．このジレンマは同時に，医療政策にバランスト・スコアカード（BSC）を利用しようという政策的動きにもつながった．
