●少子高齢化による労働人口の減少に直面する日本でも，先進諸外国と同様に外国人労働者の受け入れについて本格的に議論されるようになってきた．日本社会における外国人の増加傾向は今後も加速してゆくであろう．
●外国籍住民に対する診療では，言語の障壁を乗り越えるほか，文化的な背景まで配慮することが求められる．また，使える制度を熟知し，大使館など関係機関との連携も重要である．
●外国籍住民を支える社会保障では，脆弱な存在である無資格滞在者や難民申請者の課題を見据える必要がある．支援に当たっては，単に医療アクセスの確保だけでなく，保健教育を充実させ，入国前から帰国後までを動的に見据える必要もある．
