自殺と再企図予防

はじめに

　わが国の自殺による年間の死亡者数は1997年まで2万人台であったが，1998年から3万人を超え，以後減少する兆しはない。2008年には，交通事故による年間死亡者数の約6倍に相当する数となった。この現象を深刻なものとしてとらえ，わが国でも自殺予防対策の取り組みが始まっている。まず2002年に，自殺防止対策有識者懇談会による「自殺予防に向けての提言」が行われ，2005年には参議院厚生労働委員会が「自殺に関する総合対策の緊急かつ効果的な推進を求める決議」を採択した。2006年には「自殺対策基本法」が成立し，自殺予防総合対策センターの設置を計画した。2007年には「自殺総合対策大綱」が発表され，国としての自殺予防対策の基本骨格ができ上がった。このような自殺予防対策が国として展開されつつあるにもかかわらず，わが国の年間の自殺者数は11年連続で3万人を超えているばかりか，2009年は過去最悪の結果まで予想されている。これらの事実は，今のところ，わが国の自殺予防対策が効を奏していないことを示している。このように自殺の予防は一筋縄ではいかない，困難な課題であることは明らかである。

　この項では，まず現在行われているわが国の自殺予防対策について解説し，次に再自殺企図予防のための試みを東海大学高度救命救急センターにおけるデータを用いながら説明し，最後に自殺予防対策が成功している海外の国と比較して，今のところ成功していないわが国の問題点と課題を述べる。
