クラーク先生を偲んで

日本の精神医学・医療との関わり

　David H. Clark先生が2010年3月29日に亡くなりました。89歳でした。デーヴィッド・クラークという名を聞いたことのない世代に属する人々も少なくないかと思われます。クラークさん(こう日本では呼び慣らされていますので，余分な敬称はつけないことにします)は1966年11月から1967年の3月まで，WHOの顧問として来日し，日本の精神病院，精神医療をつぶさに観察し，その問題点を指摘し，いわゆる「クラーク勧告」を当時の厚生省に提出しました。その中で，わが国の精神医療行政，精神病院の問題点，精神医療のあり方について具体的，実践的な示唆を多く残されました。保護的な作業施設，グループホーム，デイ・ケアの充実，精神病院の開放化など，その後のわが国の精神病院，精神医療の発展についての予言的ともいえる勧告をしました。

　クラークさんは数回にわたって来日し，その後の日本の発展について強い興味と期待を持って観察，助言してきました。また日本からの研究生，訪問見学者を歓迎してくれました。ケンブリッジ大学，フルボーン病院を訪れた人々は医師をはじめPSWなどの多職種にわたっており，その数も少なくありません。
