飲酒運転対策としてのアルコール依存症への介入

はじめに
　飲酒運転が危険な行為であるということは周知の事実であり，飲食店に「ハンドルキーパー運動」のポスターが掲げられていたり，アルコール呼気検査を導入する事業所が増えてきたりしており，飲酒運転を防止するための取り組みが広まっているように思われる。しかしながら，いまだに飲酒運転の根絶には至っておらず，悲惨な事故についての報道をしばしば目にする。このことは，飲酒運転の危険性が広く喧伝され，ひとたび事故を起こせば重い代償を払わなければならないことを知っているということが，必ずしも飲酒運転の抑止につながらない現実を示しているのかもしれない。
　それでは，アルコール依存症をはじめとした飲酒問題を持つ人たちが，運転免許を容易に取得できないようにすれば悲惨な事故を防ぐことができるのか。あるいは，一度でも飲酒運転で検挙されたならば，二度と免許を取得できないようにすればいいのか。本稿では，飲酒運転対策という視点から，アルコールおよびアルコール依存症について考えてみたい。
