人為災害・CBRNE災害がメンタルヘルスに及ぼす影響

　日本社会では「災害」＝「自然災害」というコンセンサスがあるが，実際には人為災害など他の災害形態が存在する。特に，化学・生物・放射性物質・核・爆発物（chemical, biological, radiological, nuclear, and explosives：CBRNE）が原因となるCBRNE災害は「特殊災害」とも称され，深刻な社会混乱を引き起こす。人為災害・CBRNE災害ともに，メンタルヘルスへの影響は自然災害のそれと比べて多大かつ複雑である。人為災害では，被害者の二次被害，法的対応，経済的苦境への負担が多大である一方で，全被害者への包括的なケア体制が構築しづらい。CBRNE災害では，目に見えない脅威物質に対して情報が錯綜し，猛烈な不安と不確実性，生活環境の激変，被災者のスティグマ化などの問題が生じる。人為災害・CBRNE災害で影響を受けた人々へのメンタルヘルスケアにあたる場合は，対象者に二次被害を与えず，十分なアセスメントを行い，多方面的支援体制を構築した上で専門的介入を行うことが求められる。
