はじめに

　筆者に与えられた命題は，「国際生活機能分類（International Classification of Functioning, Disability and Health：以下，ICF）に対する理解と受け入れ，取り組みの状況が，世界諸国と日本とではどのような違いがあるのか，それはなぜか，について解説すること」である．大変奥の深いテーマで，これに回答できる十分な素養や経験は持ち合わせていないが，理学療法やリハビリテーション医療の限られた範囲の話題を提供し，読者とともにこの問題を考えていく機会になればと考えている．

　命題の性質から，自然科学的なデータ分析や文献考証のみならず，学術大会などへ参加した際の印象を含めた主観的な要素が含まれることをご理解いただきたい．
