発達障害とは

1．発達障害の定義—発達障害支援法

　日本における「発達障害」は，2005年4月に運用開始となった「発達障害支援法」で定義された．この法律の第2条のなかで，発達障害は「自閉症，アスペルガー症候群その他の広汎性発達障害，学習障害，注意欠陥多動性障害その他これに類する脳機能の障害であってその症状が通常低年齢において発現するもの」とされた．実際，発達障害という言葉は2002年の「自閉症・発達障害支援センター運営事業」まで行政では使用されていなかった．このような状況のなかで，知的障害を伴わないために社会の認知度も低く，適切な支援が行われてこなかった広汎性発達障害や特異的発達障害の人たちへの支援を積極的に図ることを目的として，この「発達障害者支援法」の運用が開始された．つまり，「発達障害」は病態生理を基礎に分類した同種の医学的疾患群ではなく，障害支援の対象となった個々の疾患を箇条書きにリスト化した政策的概念とも言える．

　そのため，発達障害の概念は広く，以下の10の疾患や状態・問題を含むと一般的に理解されている．すなわち，① 知的発達障害，② 運動発達障害（脳性麻痺などの生得的な身体障害），③ 広汎性発達障害（自閉症，アスペルガー障害を含む自閉症スペクトラム），④ 注意欠陥/多動性障害とその関連障害，⑤ 学習障害，⑥ 発達性協調運動障害（不器用児），⑦ 発達性言語障害，⑧ てんかん，⑨ 発達期に生じる視覚障害および聴覚障害，⑩ 発達期に生じる慢性疾患の諸問題（健康障害）である．
